Access, parking & working hours

A sound decorating plan begins before a vehicle reaches the entrance. Identify where materials can be unloaded, how they reach the work area and whether equipment needs public space. Residential streets, town-centre premises and shared apartment entrances each need their own arrangements.

Start with the route, then check the restriction

Provide photographs of the entrance, the proposed unloading point and the path to the rooms or rear elevation. Read current signs and identify the type of bay before relying on it. Richmond's parking service distinguishes between bays that can be suspended and those that cannot. Use the current application information to establish the route, notice requirements and charge for the proposed dates.

Scaffolding has its own permission

A council licence is required for scaffolding, hoarding or materials on an adopted highway. Richmond's process includes a site meeting, and a licence is issued only once its requirements have been met. Decide who will apply and include the proposed footprint in the access plan. A parking arrangement does not replace approval for the structure occupying the highway.

Resolve a skip position before ordering one

Where the work requires a highway skip, the skip company must obtain the council licence before placing it. If a parking bay is needed for a skip or building materials, Richmond requires the relevant licence for the suspension application. Confirm whether a skip is necessary for the actual scope and establish the authorised position; do not allow waste arrangements to become an improvised obstruction at the entrance.

Separate noisy preparation from quiet painting

The council normally expects noisy construction work within 08:00–18:00 Monday to Friday and 08:00–13:00 on Saturday, with none on Sundays or bank holidays. Its guidance allows for particular circumstances and officer decisions. Establish the rules applicable to the activities proposed, as well as building-management restrictions. An available evening is not automatic permission for sanding, deliveries or other noisy work.

Check the vehicle and the building independently

TfL's ULEZ covers all London boroughs, including Richmond upon Thames; check the vehicle against the current standards and any applicable exemptions. That journey check is separate from the right to park or unload. Inside the property, agree carrying routes, lift bookings where relevant and storage space, with protection and notices arranged before the delivery arrives.
